Practice Advice to Support the Writing of Individual Management Reviews (IMRs)

The Vulnerability Knowledge and Practice Programme (VKKPP), working as part of the National Centre for VAWG and Public Protection (NCVPP) within the College of Policing, are pleased to share the publication of ‘Practice Advice to Support the Writing of Individual Management Reviews (IMRs)’ — a resource developed in collaboration with policing review teams across England and Wales.
This Practice Advice is designed to support practitioners in writing high-quality IMRs. It draws on analysis of a sample of 48 IMRs from forces across England and Wales and offers practical, evidence-informed advice to enhance the clarity and consistency of IMR reports.
The advice is structured around the primary sections typically found in an IMR. It includes:
  • Insights from our analysis of IMRs 
  • Recommendations on what should be included in each section of an IMR
  • Resources to support IMR authors
  • Checklists with prompts to support authors when writing the review report
Alongside the Practice Advice,  two summary documents have been published — one for policing review officers and one for review leads. These provide a clear overview of the key recommendations and checklists, making it easier to apply the advice in practice.
To further assist individuals in navigating and applying the Practice Advice, there is also a Frequently Asked Questions (FAQ) document which has been released and a 'How To' guide. These are designed to answer common queries and explain the purpose and intended use of each document.

These resources are intended to support those involved in statutory safeguarding reviews and to promote improved learning and outcomes across policing and other statutory agencies.
