VKPP Research Report: Learning for the Police from Multi-Agency Public Protection Arrangements (MAPPA) Serious Case Reviews

The VKPP have published a new research report which for the first time collates and analyses the high-level learning for the police from an analysis of MAPPA Serious Case Reviews.

The research details police learning following statutory reviews into death and serious harm.

Key findings:

• the learning for police identified in other types of serious case review analysis similarly applies to the management of individuals subject to MAPPA
• many of the same issues identified in previous analyses were reinforced in the study

These findings point to the importance of the wider systemic issues influencing strategic and operational practice, both within MAPPA and multi-agency working more broadly. The existing research constitutes some of the key evidence that underpins a number of the actions set out in the NPCC/College of Policing National Vulnerability Action Plan (NVAP)

Key insights for both strategic and operational policing and partnership working:

• identified opportunities for police colleagues to contribute to the continuing development of the strategic management of MAPPA.
• operationally, some particular opportunities exist around the identification and management of risk and improved victim engagement and safeguarding.
