Supporting Learning from Statutory Reviews
The Vulnerability Knowledge and Practice Programme (VKKPP), part of the National Centre for VAWG and Public Protection (NCVPP) within the College of Policing, has published Practice Advice to Support the Writing of Individual Management Reviews (IMRs).
Developed with policing review teams across England and Wales, the advice provides practical, evidence-informed guidance to help practitioners produce clear and consistent IMRs.
Supporting materials include two summary documents (for review officers and leads), a FAQ, and a ‘How To’ guide to assist with applying the advice in practice.

A Brief Guide to Statutory Reviews
Overview
- The Reviews Team within the VKPP conducts analyses of different types of statutory safeguarding review, in order to extract overarching themes and learning for the police.
- At present, the workstream is engaging in activity to explore the quality of reviews, alongside exploring governance arrangements within forces concerning statutory reviews.
Aims
- The workstream aims to strengthen the system for learning from statutory reviews through research, guidance, and community building activity.
- The present objectives include a focus on:
- Facilitating and enhancing networking activity across policing review teams to share learning and good practice.
- Providing guidance for the police to enhance the quality of individual management reviews.
- Exploring governance arrangements within forces to implement the learning from statutory reviews.
Impact
VKPP activity and learning in this area has:
- Informed local practice improvements, via Heads of Public Protection.
- Been shared nationally through briefings, reports, and presentations to policing and other bodies, including the Child Safeguarding Practice Review Panel and HMICFRS.
- Influenced resources for policing in responding to individuals experiencing vulnerability and exploitation.
- Informed inputs and training provided to police review officers and public protection safeguarding leaders.
